Gentlemen:

	This is to oppose the proposal to pay attorney's fees
for lawyers who represent public interest groups.  It creates
a vested interest group in litigation.  Moreover, although I
have been a member of 
Consumer's Union for almost 20 years, it doesn't represent
my opinion on many issues, e.g. microwave ovens.  In fact,
I think its staff represents a certain ideological interest
rather than precisely a consumer interest, and the same
holds true of so-called public interest law firms in general.

	In my small contact with "public interest lawyers"
(at a meeting of the American Association for the Advancement
of Science), I have found them an arrogant and ideological
lot who would cheerfully order the public around in the guise
of protecting it.

	I have no contact with any regulated industry,
have nothing to gain either way except as a citizen.
